A few minutes ago, the House concluded debate on the Petri-Olver amendment to restore funding for Enhancements. A voice vote was called, and the 'ayes' prevailed. However, Representative Istook pointed out that a quorum was not present, so the vote was considered invalid. The amendment will be brought up later when a quorum is present. We think it will happen later today after the rest of the amendments have been discussed.
The testimony was wonderful. Twelve representatives spoke in favor of the Petri amendment, (Republicans Petri (WI), Boehlert (NY), Lewis (KY), LaHood (IL) and Radanovich (CA) and Democrats Olver (MA), Rahall (WV), Blumenauer (OR), Doggett (TX), Johnson (TX), Lee (CA) and Oberstar (MN). They talked of vision, communities, health and fitness, safety and more. They talked about transportation choice and the value of bicycling and walking.
Representatives Istook (R-OK) and Culberson (R-TX) spoke against it, focusing on the need to build more highways and arguing that states should get to choose how to spend their transportation dollars.
